Does this depend on the frame rate? Because I know conditionals and lots of text can slow down the frame rate, and a big projects generally have a lot of those

No, 10 pixels/frame by definition is not dependent on frame rate.

It’s the “observed speed” (pixels/second) that depends on frame rate

pixels/frame * frames/second = pixels/second

(“frames/second” is fps)
